Possible to send foreign characters in URL?

I have a program that uses URL strings to send variable values, etc.. (page.php?var1=xx&var2=yy)

Is it possible (and advisable) to send foreign (non-english) characters like this?

    Thanks.

    Anything is possible...

Including alien life ? Ahem, I suppose it depends on the language settings you have for the server/browser ?

ie American or Latin in IE are different; never used foriegn characters but I'd have to think the langauge settings would have a lot to do with it...
