If you want an Easy to administer and modify community platform, I suggest vBulletin. It can be much more than a simple forum package.

I definetly heard about phpnuke before, even experimented with the code, but the link to phpnuke.com seams to be broken, are you sure thats the site? I'm not sure but i think its something like phpnuke.sourceforge.com or something, ill try to find it.
