    www.ulead.com

    Look for PhotoImpact.

EDIT - It seems the site is down at the moment. Try www.ulead.co.uk or www.ulead.de. There is a downloadable trial version to be had.
Of course, that's just my opinion. I could be wrong.

Go look for gimp. It is ugly, it is a pain to use (at least for me) and it doesn't know anything about user interface standards but It is free.

do a search on google for OpenCanvas It's hard to find (I can across it a while back) but it's a good program. layer support, tons of tools, even supports pressure sensetivity if you have a tablet. It's much better than GIMP, especially under windows.

It's GPL'd so if you can't find it, drop me an email and I'll dig around on the hard drive and see if I still have a copy of it laying around. The entire program is under a meg..... it can do amazing things for a program of that size.

Gimp is better and it's free.

I've wasted money on that product as Photoshop is just as good... maybe try Photoshop Elements...?

Check out Best Buy or another local software store. I bought PaintShop Pro #7 for around $45 after rebates. That is a big bargain for all it does. They have version 8 coing out soon so you may get even a better bargain now.

I've used the GIMP and yes it is a great program for free. It does have it's quirks and crashes though. Kind of a pain after you spend a bunch of time on something and haven't saved it often enough.

I would recommend spending a little money if you plan on getting a lot of use out of your graphics program.
