    Community Construction w/Scoop?

I'm working on a Web site that will bring the realities of the college experience to potential college students (I currently have it here). It uses Scoop as the site engine. Registered members are able to submit articles/stories and vote on ones others have submitted.

What would be the best way to get people to post articles and otherwise contribute? Would an "incentive" of some sort be in order? Also, does a democratic system such as this help in the community building process?

I've run Scoop sites before and until you have a good flow of your content and a growing list of members, it's hard to get people to post to the site. Like all sites, an incentive of some kind probably wouldn't hurt.
