I'm just starting my site (haven't gone live yet), and am trying to find an ad program to use for it, but I can't find anyone that doesn't have a minimum number of page views each month.

Should I wait until I actually have the number of page views needed to join someone like Burst, or can anyone recomend someone I could start out with?

Before you start trying to make money at first (you won't at first!), it is best to just add the banners later when they actually become profitable, or use a banner exchange that will help increase your traffic and fill up your ad space at the same time.

LinkExchange.com is the most popular one.

mjames86 is right, if you have less than 30,000 pageviews/month (this is a rough guess) it's difficult to make money. Other option is to join pay-per-lead/pay-per-sale company such as http://www.cj.com and choose affiliates that match your site's content. It's more likely that you make money from them.

For banner exchange, my suggestions is http://www.exchange-it.com I used it for several months and always got high CTR.

Actually, I disagree with your point about the affiliate programs like CJ.com. It's so tempting to signup with a handful of affiliate programs at first and expect the money to come pouring it, but it won't. You'd be better off at first with CPC ads than affiliate program ads.

But with CTR less than 1% it's also difficult to get something. I once heard that CPM campaign usually has high CTR banners while CPC campaign has low CTR banners. I'm not saying that joining pay-per-lead/sale will make you a millionaire (I wish ), but if you can find ones that really match the content then it's more likely people will click and join the affiliate. It's just like pay-per-click search engine that lets you fill in few words. Again, as I said in another post, I don't have much experience in this. Just my observation from several message boards.
