There is an on-line course that just started this week at http://www.smartplanet.com on that very subject. It's $20 for the course or $17/month membership and you can take as many courses as you want.

You might want to check out http://www.graphixland.com we have some tutorials that are sure to get you started with Photoshop as well as many other graphics like corel draw, paint shop pro, flash, and many others that you may want to try.

One of the most amazing sites I have come across is http://www.phong.com. As for tutorials, there is none better. Every gives you the standard "This is how you make a drop shadow" Phong goes into detail about how to make the cool "plastic" looking effects from the Mac ads...really high end stuff like that.
