Nope - all you should need to do is download NuSOAP, which is code written in PHP, and include it in your own code so you can use it ( that assumes you've got a web server able to execute PHP scripts of course )
Apparently 0.6.3 is current - it hasn't gone officially "stable" yet. Basically it works RPC based SOAP transactions. WSDL support is more dodgy and Document type SOAP exchange may be unpredictable.
I've dowloaded 0.6.1 which will do for now - I need to read up on how to use this now. Sorry about PEAR though I don't think so. LoL - I don't like it one bit.
