I hired a company and paid them $4000 to promote our site. We asked for a report after 60 days. None. I insisted two days ago and was told the company bought 4 domain names, built their own pages and linked our site to their domain names. This certainly could not be the norm.
What does your contract state that the services rendered would be? I don't consider that normal promotion methods. Usually your site will be promoted by submission to search engines, press releases, print and/or broadcast advertising.

Depends on what you actually want to achieve. If it is more traffic to your site then this is a method which if done correctly with each url containing useful content and encouraging visitors to click your link then it is viable. However there are spamming issues where search engines may ban all the domains if they are seen to be providing the same content and the new pages are only there to redirect to one site.
Better to work within the main site redesigning individual pages to make them more search engine friendly but many clients do not like the idea of allowing a third party access to the site.

I worked on a project for a client who used <name withheld to protect the guilty> to promote his site. The did pretty much the same thing. They went out and registered X# of domains and just included his sites content in a frame. This can be successful with some engines, but not Yahoo, who according to StatMarket.com is getting about 56% of all engine traffic (these stats can be skewed, because they only represent stats attained from their Hitbox.com customers). So, to overcome this, they designed a gateway page, where all the links pointed to the site I designed for him.
They did give him a report, but it was only how he 'ranked' on certain keyword searches, which by the way were very specific searches. I typically don't see someone going to a certain engine and searching for 'fine and antique furniture restoration tips and tricks' to find a site that is selling articles and information on how to repair and restore furniture. What their report failed to tell him was how much traffice was being generated by those rankings, which is really the bottom line isn't it?
I have mixed feelings about these tactics, mostly negative. But if it's working for you and you think you spent wisely, then good. I would have liked to have seen your money go to press releases, or purchasing ad space on relevant sites. My recommendation to you is in the future, hire a marketing firm, not a 'so called search engine specialist' firm.
