Nothing is comparable to a .com. It's the most sought after, period.
After that, I'd say it is on par with any country spefic domain. No better, no worse.
Although .net probably is still more coveted under most circumstances I would presume.

Though .eu cannot compare with .com or .net, and is inherently focused on Europe (doh), it could prove to be quite popular in the future. They passed .biz in less than a week after the landrush period started, though many of these registrations are believed to be of "speculative nature", so to speak...
It could be worth remembering that .EU covers lots of languages so rather than a single .eu name to cover europe you could require several.

I registered a few .eu to protect .com business names I already had registered. I tried to get a variety of single word .eu's but the ones I tried for I didn't get ... so no big deal.
I am .EU registrar and from my experience I can say that most of the current registrations were made for 1) protection and 2) speculation.
However some of the names will be used to offer Europe-centric services and this will make the name more popular in the future.
I dont think that it will ever become more usefull than the respective .com, but a better .eu name is preferable than a a bad .com. For example medicon.eu is preferable than mediconpharmaceuticals.com. And is hard to find a decent .com anymore.
For a Europe based business I think is definately better than .biz and according to my opinion even from .net.
