www.mysql.com They are all free unless of course you are planning on using it for commercial purposes on Windows, then you have to pay them 200 ducks, but as for just using it you can download it for free.
I believe MySQL on Windows is now free is it not? I may be wrong however.
You could always try www.nusphere.com as well -> http://www.nusphere.com/download/download_now.htm
MySQL was made Free/Open Source a few months back - before it cost around $200 but now it is totally free on all platforms :)
