It is indeed Dynamic HTML which is used to create drop-down menus.
As a navigational tool it's good for representing the amount of information in your site, but usability wise, they can be very annoying since many use tiny font sizes on the menus and make it difficult to navigate the mouse around (particularly newbies).

If you have Fireworks, you can create 'em without the foggiest idea what's going on coding wise (although it's always worth getting a handle on).

I have designed a site with this kind of navigation effect.
There is not much I can say or do to help you create this since the other posts above tell you where to find the technology and help to build it.
From what I can tell you is that is requires some knowledge of HTML, CSS and some Java Scripting. It is kind of extensive but its worth it in the end since it is a very simple way of organizing a site with a lot of links.

THATS SIMPLY A SETTING IN THE CSS. HOWEVER, I AM GOING TO HAVE TO RUN THROUGH YOUR SCRIPT TO CHECK WHERE TO PUT THE SETTINGS AND I DONT HAVE SOME MUCH TIME TO DO THAT.
I SUGGEST, ALTHOUGH I KNOW I AM NOT BEING REALLY THAT HELPFULL, TO GO TO Dynamic Drive AND RUN THROUGH THE NAVIGATIONAL BUILD.
