My page has terrible results when viewed with Netscape...I have only tried version 4.0x but I want to fix it some everyone can see my page:

The tables are out of porportion, and it's just messed up. Can someone help?

You have a lot of problems. Only thing that shows with ns4.7 is your top menu bar and 2 large blue boxes with nothing in them one underneath each other. Menus show the image on mouseover but when clicked don't take you anywhere.

I think the best solution to get your tables working properly is to simplify things! You need one master table with all your other tables/cells inside that. At the moment you do not have a master table therefore Netscape renders tables that are one after another in your code next to each other in the browser. Also, make sure that you are consistent. For some reason soem of your attrin=butes have quotation marks and other don't.
Whenever I have a problem like this, my advice is rather than try and fix it work again from a blank document and SLOWLY add your elements one by one, checking each time you add something. In this way if there is a problem you will spot it and be able to tackle it immediately.
It actually looks fine in Netscape 6.
The table layout works and the images in the menu all mouseover correctly. From what I can see the links don't go anywhere because you haven't added them yet, right?
One thing is that the phone number and date are both on the left-hand side under each other and don't look right.
Maybe you could decrease the width of the <img> in between them or split the cell to keep them separate.
As Nicky said, you need a master table.
I suggest you re-doing the tbales etc.
As for other comments, the top image...you could make that load faster yeah? it actually took a 2-3conds for my adsl connection t load.
Not due to the filesize, it cold also be that there are many images. There are some area where you can re-use the same images...
Yes have a go at redoing it by using a master table and see how that works out for you, but remember BE SIMPLE it usually is the best way. If you get stuck I'm sure one of us can give you a hand!
I don't really know what to tell you, I'm not an expert on the Netscape browser... Generally speaking, however, Netscape in all of its various forms is evil and the work of the devil. But, it is important to make your web site compliant with the NS browser so that the 14 current users of the new Netscape 6 series will be able to get the most from your webpage. :-P
Sorry! But, seriously, over 85% of our site's visitors use IE... Most of them use IE 5.0 or better, which is great! Netscape is a dying oddity.

That may be so in the corporate world, however, in academia, Netscape still remains the browser of choice. Whilst I do not want to turn this post into a browser war (we already have enough of them), quoting the 85% thing does not do it for me! In one of those 14 Netscape users as you call them could be that one client that could really make your business!
Who cares if a few thousand of our visitors can't see our site exactly the way it should be seen? ;)
Actually, I think that most of our sites are "completely" Netscape compliant, although saying such a statement is somewhat absurd. And, you are right about academic institutions using NS. I completely forgot about things outside of the corporate world. I run a quotations database info. sort of thing in my spare time, and most of our visitors come from .edu servers (universities, schools, etc.) and a good deal of them use Netscape, and very old version of them. But, then again, these same people probably use old Macs*

*I am not trying to provoke a Mac/PC war in this thread. As a matter of fact, I like some of the newer Macintosh machines (the g4 processor is good for personal applications and some graphics).
