I think this works well when you are the creator. What about !importants and specific selectors …when working with child-themes (per WordPress) or another creators work?

Sidenote:
In your three or less, wouldn’t the example be
#col2.column .besttitle {margin-bottom: 4px;}
and not
#col2.column .besttitle {border: 1px solid #eee;}
